The Potential Implications of the New Coalition Government’s planning policies for the Waste and Renewable Resources Sectors

Executive Summary

o The two parties now in coalition government propose a radical devolution of planning powers from the centre to the locality

o The new government has committed itself to increased policy encouragement for renewable energy including energy from waste

o It is not clear how this exercise in local democracy will be reconcilable with the objective of increasing energy from waste and wind power when those projects are almost invariably unpopular at the local level

o Clients with projects that are likely to be strongly opposed locally may be well advised to bring forward the submission of planning applications, where it is practicable to do so, before these changes to the planning system are brought into effect
