DMH Stallard welcomes our new Director of Planning

We are delighted to announce the appointment of our new Director of Planning Tondra Thom, who brings over 20 years of experience across both the public and private sectors. Her arrival marks a significant enhancement to our planning consultancy offering, with expertise that spans planning policy, applications, appeals, expert witness work, and strategic development advice.

Tondra said:

Tondra Thom is a proven leader in complex planning projects

Throughout her career, Tondra has successfully led major residential and commercial schemes—many involving planning inquiries and developments within environmentally or politically sensitive landscapes. She has also played a pivotal role in local plan delivery, CIL implementation, and environmental assessment, always maintaining a focus on achieving outcomes that align with both policy and client objectives.

Her collaborative approach, coupled with deep knowledge of planning policy and development pressures, enables her to lead multidisciplinary teams effectively, build consensus among stakeholders, and drive forward successful planning outcomes.

Recent Work Highlights

  1. Strategic Residential Development in a Protected Landscape

Tondra led the planning for a complex reserved matters application within a National Park. This involved balancing strict environmental constraints with the need to deliver a major housing allocation. Her strategic guidance and skilled negotiation resulted in a successful planning permission.

  1. Successful Planning Appeals at Public Inquiries

Acting as an expert witness, she provided robust evidence at recent contested public inquiries. The appeals were allowed, with Inspectors accepting the planning cases presented—recognizing her technical depth and persuasive communication under cross-examination.

  1. Cultural-Led Regeneration Scheme

She developed and led the planning strategy for a high-value, government-funded regeneration project that included both commercial and cultural components. Working within the constraints of a nationally protected landscape, she secured stakeholder support and a resolution to grant planning permission in a highly controlled planning environment.
